The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (retd), has revealed that the proposed budget of ₦1.48 trillion for 2025 anticipates the return of suspended Governor Siminalayi Fubara and other affected political officeholders. Ibas made this announcement in Abuja while defending the budget before the House of Representatives Ad-Hoc Committee on Rivers State Oversight.
He explained that the budget aligns with the strategic objectives outlined in the Rivers State Development Plan 2017-2027, aiming to raise revenues, accelerate infrastructure development, enhance human capital, and promote inclusive economic growth across various sectors.
Ibas stated, “In anticipation of the eventual return to constitutional order, the draft budget prudently retains provisions for the offices and functions of suspended political actors.” He criticized some state officials for failing to provide necessary information needed to prepare the budget proposal, which he said could have ensured a more comprehensive capture of expenditures.
The budget includes major allocations such as ₦324.5 billion for infrastructure and transportation, ₦55 billion for the expansion of Rivers State University Teaching Hospital, and ₦50 billion for zonal hospital upgrades. Other notable allocations focus on education, women’s economic empowerment, and pension benefits.
The Chairman of the House of Representatives Committee on Rivers State Oversight, Prof. Julius Ihonvbere, commended Ibas for the detailed presentation and assured him of the committee’s commitment to scrutinizing the budget in the interest of the state and its citizens. Ihonvbere highlighted the importance of the budget’s social welfare components, particularly those aimed at women’s empowerment and pensions for retirees.
Ibas expressed gratitude for the committee’s dedication, emphasizing the need for collaboration to restore stability and development in Rivers State.
