NAF Launches Civilian Harm Mitigation and Response Action Plan

The Nigerian Air Force (NAF) unveiled a new civilian harm mitigation and response action plan on Tuesday, aimed at reducing collateral damage during air operations across various theaters. This initiative reflects the NAF’s commitment to professionalism and the protection of civilian lives in challenging operational environments.

During the NAF Day 2025 Seminar, marking the 61st anniversary of the force, Chief of Air Staff Air Marshal Hasan Abubakar emphasized the importance of this plan. He noted that the NAF has conducted over 80,000 sorties in the past decade, with only a few verified incidents of collateral damage, representing an occurrence rate of less than 0.005 percent.

Abubakar acknowledged that insurgents often embed themselves within civilian populations, complicating efforts to avoid collateral damage. He stated that when civilian casualties do occur, the NAF promptly conducts investigations, accepts responsibility, and implements corrective measures.

The NAF has invested in advanced technologies and protocols to prevent civilian casualties, including enhanced real-time surveillance and stringent mission-abort procedures. Abubakar also highlighted the training of personnel in International Humanitarian Law and the Law of Armed Conflict.

The newly launched action plan is the first of its kind in the Nigerian Armed Forces. It aims to guide efforts in minimizing harm to civilians during air operations, reinforcing the NAF’s dedication to transparency, compassion, and national interest.

Abubakar reiterated the importance of collaboration between military and civilian stakeholders in achieving national security goals. He reaffirmed the NAF’s commitment to upholding democratic ideals, the rule of law, and respect for human rights, ensuring the protection of Nigeria’s sovereignty and unity.
