On July 12, 2025, agitators advocating for the creation of Amana and Savannah States in Adamawa and Borno respectively stormed Maiduguri. They voiced their demands during a public hearing on constitutional amendment organized by the House of Representatives.
The event, chaired by Representative Isa Ali, attracted participants from Adamawa, Borno, and Yobe, including traditional rulers who supported the inclusion of their roles in the constitution and the allocation of resources to their offices.
Alhaji Sali Bello, who led the Amana State agitation, urged the House Committee to address the injustices faced by marginalized communities. He recalled promises made during the 1961 Plebiscite regarding the autonomy of their regions, emphasizing their discontent with Nigeria’s failure to uphold these commitments.
Dr. Usman Balama, representing Hawul/Askira-Uba in Borno, argued for the creation of Savannah State, citing Borno’s large population and number of local government areas as justification for better resource management.
Governor Babagana Zulum, represented by his Deputy Dr. Usman Kadafur, encouraged citizens to actively participate in the constitutional review process, emphasizing the need for contributions from all sectors to ensure a more equitable Nigeria.
