The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (retd.), says his administration is laying the groundwork for sustainable good governance that will benefit both present and future generations.

Speaking on Monday at the opening of a four-day Transformational Leadership Training Workshop in Port Harcourt, Ibas emphasized that the initiative is part of broader efforts to reposition the public service through strong institutions, a results-driven workforce, and continuous capacity development.

The training, organised by the Rivers State Government in collaboration with the National Institute for Policy and Strategic Studies (NIPSS), brought together permanent secretaries, local government administrators, and directors from ministries across the state.

“This training is designed to equip you with the tools and insights necessary to lead through complexity, champion reforms, strengthen local government autonomy, and deliver meaningful results to our communities,” Ibas said.

He stressed that the objective goes beyond system improvement, aiming instead to inspire a shift in public service culture toward excellence, accountability, and innovation.

Ibas maintained that consistent and relevant training is essential to ending stagnation in governance and building a system capable of adapting to a rapidly changing world.

Also speaking at the event, NIPSS Director-General Prof. Ayo Omotayo described the workshop’s theme, “Transformational Leadership for Sustainable Development,” as timely and strategic. He noted that the program is structured to close leadership gaps and provide participants with modern governance tools.

The leadership workshop forms part of broader reforms under the Ibas-led interim administration, which has continued to push for institutional renewal amid Rivers State’s ongoing political transition.
